CVE-2023-20109 — Cisco IOS and IOS XE Group Encrypted Transport VPN Out-of-Bounds Write Vulnerability

A vulnerability in the Cisco Group Encrypted Transport VPN (GET VPN) feature of Cisco IOS Software and Cisco IOS XE Software could allow an authenticated, remote attacker who has administrative control of either a group member or a key server to execute arbitrary code on an affected device or cause the device to crash. This vulnerability is due to insufficient validation of attributes in the Group Domain of Interpretation (GDOI) and G-IKEv2 protocols of the GET VPN feature. An attacker could exploit this vulnerability by either compromising an installed key server or modifying the configuration of a group member to point to a key server that is controlled by the attacker. A successful exploit could allow the attacker to execute arbitrary code and gain full control of the affected system or cause the affected system to reload, resulting in a denial of service (DoS) condition. For more information, see the Details ["#details"] section of this advisory.

Who exploits it and how urgent it is

A 0–100 score combining confirmed exploitation, ransomware and APT use, public exploits, EPSS and severity.

How the score was calculated
  • Confirmed exploitation (CISA KEV)+35
  • EPSS 2.5% (30-day exploitation probability)+13
  • Technical severity (medium)+3

The score orders the patch queue; it does not replace your asset context (internet exposure, criticality, compensating controls).

Triage

Is it exploited, how likely is exploitation, what does it touch, and how severe do the sources call it.

First 24 hours

Ordered from the record’s own fields — exposure first, because you cannot patch what you have not found. A rule-generated starting point.

  1. Identify exposed assets running the affected vendor/product/version combinations (Cisco Cisco IOS XE Software).
  2. Treat as emergency remediation: the CVE is in CISA KEV (confirmed exploitation).
  3. No fix documented in the sources: reduce exposure and monitor the vendor advisory.
  4. Search available logs for exploit probes matching the vulnerability class (memory corruption), errors and authentication anomalies.

Detection

Read off the CVSS vector and the weakness class. Starting points, not tested rules.

  • Prioritize edge telemetry for the network-reachable component (proxy, WAF, IDS/IPS).
  • Correlate service crashes/restarts with inbound traffic; repeated crashes may indicate attempts.
  • Hunt retroactively in logs from before Oct 10, 2023 (KEV listing): exploitation may have started earlier.

What should defenders know first?

CVE-2023-20109 is "Cisco IOS and IOS XE Group Encrypted Transport VPN Out-of-Bounds Write Vulnerability", rated Medium. It affects Cisco IOS XE Software (Cisco); versions are in the scope table. It is in CISA KEV: there is evidence of real-world exploitation. CVSS 6.6 describes technical severity. EPSS 2.48% estimates the probability of exploitation in 30 days; neither replaces your asset context. First verify whether exposed or business-critical assets run the affected versions, apply vendor fixes or mitigations, and preserve logs for review.
