CVE-2025-39925 — can: j1939: implement NETDEV_UNREGISTER notification handler
In the Linux kernel, the following vulnerability has been resolved: can: j1939: implement NETDEV_UNREGISTER notification handler syzbot is reporting unregister_netdevice: waiting for vcan0 to become free. Usage count = 2 problem, for j1939 protocol did not have NETDEV_UNREGISTER notification handler for undoing changes made by j1939_sk_bind(). Commit 25fe97cb7620 ("can: j1939: move j1939_priv_put() into sk_destruct callback") expects that a call to j1939_priv_put() can be unconditionally delayed until j1939_sk_sock_destruct() is called. But we need to call j1939_priv_put() against an extra ref held by j1939_sk_bind() call (as a part of undoing changes made by j1939_sk_bind()) as soon as NETDEV_UNREGISTER notification fires (i.e. before j1939_sk_sock_destruct() is called via j1939_sk_release()). Otherwise, the extra ref on "struct j1939_priv" held by j1939_sk_bind() call prevents "struct net_device" from dropping the usage count to 1; making it impossible for unregister_netdevice() to continue. Who exploits it and how urgent it is
A 0–100 score combining confirmed exploitation, ransomware and APT use, public exploits, EPSS and severity.
How the score was calculated
- EPSS 0.1% (30-day exploitation probability)+1
- Technical severity (medium)+3
The score orders the patch queue; it does not replace your asset context (internet exposure, criticality, compensating controls).
Triage
Is it exploited, how likely is exploitation, what does it touch, and how severe do the sources call it.
CISA SSVC assessment CISA
Three decision points CISA publishes for the CVEs it assesses (SSVC 2.0.3). A stakeholder decision, not a severity score.
Remediation
Fixes and mitigations documented by the sources — linked to the original advisory.

Ordered from the record’s own fields — exposure first, because you cannot patch what you have not found. A rule-generated starting point.
- Identify exposed assets running the affected vendor/product/version combinations (Linux Linux, Linux Linux Kernel).
- Apply the fixed version or the patch documented under Remediation.

What should defenders know first?
CVE-2025-39925 is "can: j1939: implement NETDEV_UNREGISTER notification handler", rated Medium. It affects Linux (Linux); versions are in the scope table. It is not in CISA KEV, which does not rule out exploitation. CVSS 5.5 describes technical severity. EPSS 0.15% estimates the probability of exploitation in 30 days; neither replaces your asset context. First verify whether exposed or business-critical assets run the affected versions, apply vendor fixes or mitigations, and preserve logs for review.
