CVE-2026-103091 — Insecure Default Policy and Unrestricted OIDC Enrollment in Google OSS Agent Mesh (SAM)

Missing Authorization (CWE-862) and Initialization of a Resource with an Insecure Default (CWE-1188) in the MCP proxy (HandleStreamPassThrough in mcp_service.go) and OIDC registration flow (GET /info and POST /register in internal/controlplane/server.go) in Google OSS Agent Mesh (SAM) versions 0.1.0-alpha.1 through 0.1.0-alpha.8 allow a remote attacker to self-enroll into the mesh and invoke arbitrary tools across all connected MCP backend nodes. Because GET /info publicly discloses OIDC configuration, POST /register auto-enrolls any valid OIDC token holder without claim filtering or ban checks, and the default policy binds sam:system:authenticated to wildcard services and targets, an attacker can obtain a mesh credential with full read, write, and execution access on backend services. Users should upgrade to version 0.1.0-alpha.9 or later, which enforces a fail-closed default policy, explicit policy-binding requirements on enrollment, and ban checks.

Who exploits it and how urgent it is

A 0–100 score combining confirmed exploitation, ransomware and APT use, public exploits, EPSS and severity.

No exploitation signal in the sources consulted so far.
How the score was calculated
  • Technical severity (critical)+10

The score orders the patch queue; it does not replace your asset context (internet exposure, criticality, compensating controls).

Triage

Is it exploited, how likely is exploitation, what does it touch, and how severe do the sources call it.

Remediation

Fixes and mitigations documented by the sources — linked to the original advisory.

No fix documented by the sources we poll. That does not mean none exists: check the vendor advisory.

First 24 hours

Ordered from the record’s own fields — exposure first, because you cannot patch what you have not found. A rule-generated starting point.

  1. Identify exposed assets running the affected vendor/product/version combinations (Google SAM).
  2. The attack is network-based and needs no privileges: restrict exposure (ACLs, VPN, WAF) until patched.
  3. No fix documented in the sources: reduce exposure and monitor the vendor advisory.
  4. Search available logs for exploit probes matching the vulnerability class (info disclosure), errors and authentication anomalies.

What should defenders know first?

CVE-2026-103091 is "Insecure Default Policy and Unrestricted OIDC Enrollment in Google OSS Agent Mesh (SAM)", rated Critical. It affects SAM (Google); versions are in the scope table. It is not in CISA KEV, which does not rule out exploitation. CVSS 9.3 describes technical severity. First verify whether exposed or business-critical assets run the affected versions, apply vendor fixes or mitigations, and preserve logs for review.
