Jetty proxy blacklist performs case-sensitive matching of case-insensitive DNS hostnames

In Eclipse Jetty, across various versions of `jetty-server`, and `jetty-proxy`, the host whitelist/blacklist is case-sensitive, and would allow hosts through that only differ by case.
